What is the three-tier admin model: network, location, store?

HQ above. Locations below. Buyers on the store. Each sees its slice. Network HQ sets catalog policy, suppliers, pricing and the calendar, and sees every sale. Locations run their stores, quotes and customers inside those rules. Buyers see a store under the location's name. Nobody above the network. Nobody taking a cut per order. The network runs the system with its own name on it, and the job at HQ is approve, set policy, read the numbers.

What it used to cost you: A vendor in the admin seat, and HQ asking it for reports.
