How does a network control which suppliers appear in stores?

Which suppliers appear on any store. Which never do. HQ sets the list once. Whitelisted suppliers show up as sources across the network; blacklisted ones never appear on any store, any quote, any catalog. Your relationship with a supplier stays your relationship, and a location can't quietly buy from someone the network has cut. The rule is enforced before the store exists, not audited after. Set it per network and tighten it per location where the agreement calls for it. The list changes in one place and every store follows.
